The train derailed in the town of Dalfsen in the Netherlands, officials said.
The town”s mayor said 10 people had been confirmed injured and the train is in a very difficult to reach area.
Rene Vegter, a spokesman for Prorail, which manages Dutch railways, said the crash is being investigated after it happened at around 9am local time (8am UK time).
Photos show the majority of the train lying on its side on the banks of a lake.
Initial reports suggested two people had died but they were revised down to one.
An eyewitness told Netherlands” BNR radio: “We do not know how many people are in the train. Fortunately, not very busy. However, several serious injuries. 2 deaths. Drama.”
