This led to Russian police forces being investigated. Hundreds of officers had sperm samples collected and analysed to be ruled out of the enquiry.

Popkov left the police in 1998 and it was later alleged that he was involved with investigations that he committed.

He was arrested in 2012 in Vladivostok. In 2015 he pleaded guilty and was later jailed for life.
